Yes, the VAMETER3 passes through all USB-C signals including Thunderbolt (as long as the data rate is within USB 2.0 limits). For Thunderbolt 3 or 4 power delivery, you can measure charging. However, it does not support full Thunderbolt data passthrough (40Gbps) because it only passes USB 2.0 for data. This is fine for power monitoring, but for full Thunderbolt throughput, use it on the power side before the dock or device.
Make sure your charger and cable are EPR capable (supporting 48V/5A). The meter must be connected in-line between the charger and the device, and the device must be drawing power. Also, confirm that the meter's firmware is updated. If the meter only shows up to 20V, it might be detecting a non-EPR charger. Try using a different EPR charger to test.
